Hmm, what you suggest is that the binary package is modified to include
*both* the files to be used and their "source code". That would be odd.
The files to be used are usually in the binary .deb package, and the
"source code" is in the Debian source package, and it's assumed that
you need the source package if you want to modify the binary package.

I don't think this package should be an exception to that.
