 I did not understand what you meant.  When I let my mouse over a link
 in Galeon, the bottom of the Galeon window shows the href of this link.
 There's no timeout involved here.

 When I say the bottom of the Galeon window, I mean the status bar on
 the right of the online / offline modes control, the little plug.

 If this is the area where you would like links to stay longer, then I
 really wonder what libraries and window manager you are using with
 Galeon, since I could not reproduce the timeout you mention.

 Could you please gime some details, for example a screenshot or precise
 instructions on how to reproduce this?
