You can create your own sound fonts with swami for example. FYI, swami 
is a sound bank editor and AFAICT, swami doesn't depend on any sound 
bank package either.

I won't, but feel free to do so if you'd like to see one in Debian. I

xpdf-reader doesn't depend on any package providing pdf files.


Maybe you could elaborate on some Debian policy paragraph to justify 
your query ?
