You are wholly mistaken.  libstartup-notification0 depends on:

 libice6 | xlibs (>> 4.1.0), libsm6 | xlibs (>> 4.1.0), libx11-6 | xlibs (>> 
4.1.0)

all of libice6, libsm6, and libx11-6 are available and installable in
testing.  The extra *alternative* dependency on xlibs is completely
harmless and will solve itself on the next upload.
