This problem is at my end. For a reason that I've not yet determined, I have some old stale manfiles hanging around from the previously purged lvm10 package.

This bug may be closed.

The man page says that this is a valid option.  Not sure if the man page is out 
of date, or there is something wrong with this tool.

I can't see in the man page where there is a -f option to vgcfgbackup.

vgcfgrestore has one, or it's possible you also have the lvm2 tools installed.
In the latter case check which man page you are reading.
