I would use '-eq' instead of '=', even though '=' looks unlikely to
break anything before long.

More importantly, maybe you could add a warning when UID 0 is detected
but the --root-home option is not given, such as:

  Warning: fmtutil is being run as root; fmtutil-sys should probably be
           used instead. If this is done by a Debian package
           (installation, upgrade, removal...), please file a bug
           against that package.

That way, we can hope that the packages will eventually transition to
the new tool.
