When a key utility such as "reportbug" is uploaded to unstable

It seems to me that could have been handled more diplomatically than a
public email to the BTS. Was it a mistake to upload without testing?
Yes. I hope to be able to reorganize the source package so I can have
pychecker run as part of debian/rules to catch these things in the
future.
