Checkpolicy 1.30.11-1 included range_transition enhancements and user module
format changes which if used with old versions of libsepol1 (prior to
1.12.26-1) produce fairly cryptic errors when trying to compile a policy
such as:

/usr/bin/semodule_package -o base.pp -m tmp/base.mod -f base.fc -u
tmp/users_extra -s config/appconfig-targeted/seusers -n net_contexts
libsepol.policydb_read: policydb module version 6 does not match my version
range 4-5
/usr/bin/semodule_package:  Error while reading policy module from
tmp/base.mod
make: *** [base.pp] Error 1

It may be advisable to add a versioned depends to this version of
checkpolicy to force the presence of libsepol1 at least 1.12.26-1
