Well, first of all, I just took a wild guess that it could be fixperms involved, because of the background (there's no problem under fakeroot, only with sudo). Any idea about that? Why would dh_install under sudo put a file in the package tree that isn't owned by root? As far as -X goes, that behaviour is actually documented, gosh.
