Depends on what you call "official" files. Translators, for things we survey in d-i "levels" (and menu is part of that), do use files they indirectly get from the packages SVN (or CVS). Aren't these the "official" files? Thep did maybe work on an outdated version, but in that case, he will soon known about this and will then correct/complete the file. If the "official" files are *not* those that are in the CVS, then what does the CVS stand for? :-) ....which actually brings out a very common rant from the translator point of view: menu CVS does not carry the POT file....which does not make desynchronized work easy (ie translators working on files when they can....not only when you call for updates). I'm pretty sure that we already discussed about this and that POT files being generated from source you probably don't want to keep generated stuff in CVS, but this gives the result you have now.
