Package: passwd Version: 4.0.3-31sarge9 passwd.config uses debconf to obtain the root password. However, depending on the frontend, the question might not get displayed and/or no answer is available.
As stated in in debconf-devel(7) [Preventing infinite loops], the script should check the return value of db_input and respond accordingly. Regards, Michael PS.: Most probably the version in testing is subject to this issue as well.
