I had a similar problem when trying to debootstrap a USB disk. Searching
about it I found a hint that the partition in question should have been
mounted using the "exec" option initially. Everything worked fine after
that.

So if the exec does the trick, does this actually render the problem
solved? (and hence bug status to be resolved?)
