This particulary bug is caused by the user not updating the file in
/boot/grub

He is not using grub-install, and therefore the new grub files are not
being copied into place.

Yes this is a bug and the files should some sort of version
indetification so that this does not happen.

Please try updating the files in /boot/grub and then running your `grub
root setup` command again.

PS As far as GRBU is concerned the boot-device is the root-device.
