And when doing that, look at which priorities util-linux is updating the system clock from the RTC *first*. They're still being updated after a *lot* of stuff ran, which means our early userspace is still broken if the kernel doesn't do the RTC->system clock update itself (which it can only do in some arches, AND which will only work if the RTC is in UTC).
