I can reproduce the problem on my system. Unstable, mercurial 0.9.1-1 installed. dpkg -L lists the libraries for both python2.3 and python2.4. The files are present, and ldd reports nothing special about them. As pointed out by the bug submitter, running /usr/bin/hg under python2.3 instead works.
