OK, what's the output of commands :let mapleader :let maplocalleader ? The truth is that all those commands are in reality <localleader>- and <localleader>t etc. It is IMHO bug in upstream documentation (I am Cc-ing upstream maintainer), which I have tried to explain it in README.Debian of not-yet-uploaded version of vimoutliner package (available on http://matej.ceplovi.cz/progs/debian/vim-vimoutliner_0.3.4-5_all.deb; could you install it and test it, please?). If you want to have these commands really as ,,- ,,t etc, you have to uncomment line 20 in /etc/vim/vimoutlinerrc.
