Today I wanted to change to debhelper compat level to 5 (debian/compat) in docbook-xsl(-doc). There I have a dh_installdocs call, where I explicitely excluded several files (using the -X option) from beeing installed, because these files are zero-byte files. I now expected, that raising the compatibility level (fixing build-dependencies ...) to 5 should avoid an installation of these files. This works pretty well, but I guess, it's also the reason, why your test, if the file is empty, fails. My fault (or: "I should immediately stop misuing the .docs file".) or "yours" (or: "The test could be improved to also catch this situation.")?
