Dear Cyril,
I upgraded to the latest 4.0.0-5, including dependencies, and I'm afraid the bug is perfectly reproducible.
For example, type the following:

mkdir test
cd test
echo "1 2\n3 4" > pippo
gnuplot

and then, at the gnuplot command line, type

p'pi<TAB>

As you <TAB>, you expect that the line is completed to
p'pippo
(as in most linux distributions / unix builds), but the debian gnuplot does 
nothing.

I tried both within xterm and gnome-terminal : this has nothing to do with an interaction with the terminal.

It it behaves differently for you, please clarify how.
