apt-file does not accept cumulated short options, i.e.

  apt-file -v -y update    # just an example

works, while

  apt-file -vy update

does not. Cumulation of short options is a very basic UNIX/Linux
principle, and the user can expect that this works for at least the
more important and often-used command line programs, which the Debian
related commands certainly belong to.
