This file should be in tetex-base. What is the output of kpsewhich texnansi.enc kpsewhich --show-path="enc files" The first should give /usr/share/texmf-tetex/fonts/enc/dvips/psnfssx/texnansi.enc, the second a long list, please post it to the bug address, and keep me in Cc.
