What exactly is the reason for the delay on this? Just do it. Make a directory ftp.debian.org/debian/dists/woody/boot-floppies-source And place the source files (.dsc, .tar.gz, .diff.gz) for boot-floppies (currently in sid) there.
This seems extremely straightforward, but it has been delayed for years. No wonder ftpmasters have a reputation for nonresponsiveness. Come on, just do it. It can't take more than fifteen minutes, can it?
