I would say this is most probably due to the fact that the
debian-chinese lists are moderated at the request of people on the list.
I'm led to believe that anti-spam techniques are specially ineffective
for Chinese messages, and that moderation is the only viable
alternative.

I have to admit that I'm not nearly as knowledgeable on the topic of
Chinese spam detection, so I'm quite willing to hear of alternatives.
