apt-listchanges sends it's changelog emails with:
Content-Type: text/plain; charset="utf-8"
Content-Transfer-Encoding: base64

mutt displays these emails fine, but using limits doesn't work on them.
Ex:
l~bdpkg
shows nothing, even though I can open up several emails in my inbox in
mutt and see that they do indeed contain the text dpkg.
