Hi, I encountered this same problem and wanted to add a data point.
I'm using Sarge (kernel 2.6.8-2-k7) with cupsys 1.1.23-4 and the
stock cupsd.conf file.

Reading Gene's messages about editing the server name in cupsd.conf
gave me an idea.  In my /etc/hosts, I had this as the first line:

192.168.1.1   rolfes.org      server server.rolfes.org localhost

Granted, that may not be optimal (or even correct) - I copied that
from a Redhat 9 configuration a few days ago just to get the Debian
box up and running.

I changed this to:

127.0.0.1       localhost
192.168.1.1     rolfes.org      server server.rolfes.org

and now the web interface no longer gives me "client-error-not-found"
errors after I try to add a printer.

..and based on this experiment I have to agree.

To clarify, the web interface permits the browser to connect and to
go through the steps to add a printer.  It's only at the last step of
adding a printer that the "client-error-not-found" error is generated.
