Package: base-files Version: 3.1.14 Severity: important Hello,
The FHS seems to require the existence of a directory /usr/local/etc - see http://www.debian.org/doc/packaging-manuals/fhs/fhs-2.3.html#USRLOCALLOCALHIERARCHY (N.B. this is also permitted to be a symlink to a directory /etc/local but I wouldn't recommend this because it might conceivably confuse GNU stow, and people can always make this modification on their own systems if they wish.) Since base-files is responsible for creating all the other subdirs of /usr/local in its postinst, it stands to reason that it should create this one as well.
