Hello,

The FHS seems to require the existence of a directory /usr/local/etc - see
http://www.debian.org/doc/packaging-manuals/fhs/fhs-2.3.html#USRLOCALLOCALHIERARCHY
(N.B. this is also permitted to be a symlink to a directory /etc/local
but I wouldn't recommend this because it might conceivably confuse GNU
stow, and people can always make this modification on their own systems
if they wish.)

Since base-files is responsible for creating all the other subdirs of
/usr/local in its postinst, it stands to reason that it should create
this one as well.

This has been requested in the "real world", not just as an FHS
compatibility nitpick - see
http://lists.debian.org/debian-devel/2006/08/msg00796.html

A strict reading of the bug severity definitions would make this a
severity "serious" bug since it's an FHS "must", but I don't want to
interfere with any release plans so I'm filing it as "important".
