Will the po directory be targzipped and send as an attachment? It can be quite huge. AFAICT people use to send an URL where sources can be downloaded. You can pass an URL on the command line, but maybe instructions to download can differ if sources are maintained with CVS, SVN, etc. I still do not see how to use podebconf-report-po the way you want.
