I have found that when editing a quoted reply and placing my reply in 
the quoted text that if the new text line is directly above a quoted 
block, when the end of line is reached and the editor wraps the text 
to the next line, the quoted line does not move down, instead the new
text is appended at the beginning of the quoted line.  The behavior is
not noticed if a blank line exists between the new text and the quoted
text below.

The expect behavior, and that exhibited by many editors, is that when
the editor wraps the text the quoted line shuld be moved down and the
new text continued on its own line.  This is a long time bug I've
noticed in the Pan editor and it would be nice if upstream could fix it
during this beta phase.
