This is classical "fuzzy matching". The msgmerge utility found that "<option>-p</option>, <option>--passwd</option>" is close to "<option>-a</option>, <option>--all</option>" and thus used your "translation" for it. But this string has been marked "fuzzy" and won't be used until you review it and remove the fuzzy marker (and change it of course). So, I see no problem here.
