apt-listchanges now depends on an MTA (exim4 | mail-transport-agent).
Since apt-listchanges can run perfectly well without one, it should only
recommend an MTA.  To solve the problem mentioned in #327590,
apt-listchanges should just do the equivalent of "if [ -x
/usr/bin/sendmail ] ; then ... send mail ... ; fi"; that way, *if* root
decides to install an MTA per the recommendation, they can get changelog
mails.
