Well, right, except until #211808 is fixed, that scotches the
attachments, and one has to remember to re-attach them.
No; you can add mail headers in the editor without going through the
MUA. Anything that doesn't look like a pseudoheader (i.e.
X-Debbugs-CC) that's in the header gets added to the mail headers in
the report. It's been an undocumented feature for quite a while (I
think it arrived in the 2.x series, but I'm too lazy to look it
up...).
Modifying the existing headers, though, can't be done at present
outside the MUA.
