I applied this patch locally to my debian-changelog-mode.el and recompiled. Although fontification and finalization worked okay, when I did debian-changelog-add-entry after renaming my directory from icu-3.4.1a to icu-3.6~d02, debian-changelog-mode decided that my new version was icu-3.4.1a-3 (simply incrementing the debian version number) rather than recognizing the new upstream version. When debian-changelog-mode is updated, we need to make sure that it properly recognizes the new upstream version as well. I haven't looked at the code to generate a patch, but I might if I have time.
