It is not texconfig which is at fault: texconfig only calls "fmtutil --edit". So it is fmtutil which needs to be hacked for Debian. And texconfig probably needs an upstream change. Or at least we need to check whether it also calls fmtutil on a system-wide fmtutil.cnf when the Debian-specific hack to force fmtutil-sys is removed from fmtutil.
