Keyword expansion happens in the client-side libraries; the server knows nothing about keywords. mod_dav_svn is entirely server-side, so this would involve making it use some client APIs. It may or may not be _hard_ to accomplish this hack, but I imagine upstream will see it as a sort of layering violation. And I don't know that I have the energy to do it as a Debian-specific hack.
