My printer uses Letter, and that matches the paper settings.

Note that the print preview, which also demonstrates the problem, has
nothing to do with what paper is actually in the printer.

The bug is definitely related to the widths of the columns (as
determined by the contents of those columns).  I am printing a
transaction report for all of last year including most sub-accounts of
my Expenses account.  By varying the selection of sub-accounts I can
make the bug disappear or reappear.  The bug always appears when the
total width of all columns in the report window (i.e. before selecting
Print) is larger, and it does not appear when the total width is
smaller (than some undetermined threshold).

I don't know if this makes any difference, but under Options/Sorting I
have checked "Show Full Account Name" and selected "None" for "Secondary
Subtotal for Date Key".  All the other options are defaults, I believe,
except for the date range and the selection of accounts.

I will try to build a dummy file with some transactions that cause the
bug.  I may not get to this for a week or so.

While experimenting with this, I ran into another anomaly that may or
may not be related to this bug.  I have been leaving the Report Options
dialog up, changing the selection of accounts, clicking on Apply, and
then clicking Print and Print Preview.  Before clicking Print, the
report window displays correctly, and I can scroll all the way to the
bottom.  After clicking Print and Print Preview, the area of the report
window that was uncovered when the print dialog went away is redrawn
with different column widths but the rest of the window is not redrawn.
Doing something to force redrawing of the report window (e.g. moving
another window on top and then moving it off) causes redrawing with the
new column widths.  But now I cannot scroll all the way to the bottom of
the report.  It is as if the report has been reformatted, but the size
of the virtual report window has not been updated.

Let me know if you want me to file a separate bug report for this.
