Should this not be considered a misbuilt package?  It seems to me that it
should; which means that the build-dependencies are incomplete, and this is
a sev: serious bug.

Most of the severities are well-defined, and where the RC severities are
concerned it's normally the release team who decides whether a given bug
fits the description.  This looks to me like a case where the package is
allowed to misbuild, which I would normally regard as RC.

Except that the upload was at low priority, so has not yet reached testing.
