The user is already informed of it by the package description which very clearly states that the package provides documentation only: "This package provides *information* on how to use the euro character in your Debian GNU/Linux system. Currently there is *no automatic way* to provide such support but configuration can be easily done following the guidelines in the "Debian Euro HOWTO" *document* provided by this package." (emphasis added) The debconf note just serves to interrupt the installation and desensitize users to actual important information. Think of what the install would be like if every documentation package informed you that its only a documentation package.
