It is configurable: /etc/powersave/events -> EVENT_BUTTON_POWER The question is, which default makes the most sense. IMO shutting down on pressing the power button is what most users expect. (Think of the power switch of you tv) Setting the default to do nothing would displease others. What is lacking is a nice frontend to configure this (and possibly other) settings of powersaved. debconf would be an option.
