I was about to answer "because of the policy", but by reading it I have
to admit you are right.

§12.3:
        Any files that are referenced by programs but are also useful as
        stand alone documentation should be installed
        under /usr/share/package/ with symbolic links
        from /usr/share/doc/package.

Therefore /usr/share/gtk-doc/html makes perfect sense.

Of course we have: dhelp and dwww. Some GNOME doc packages are already
shipping doc-base files, but this is also something that should be
generalized.
