The current behaviour is a known side-effect of the way debbugs stores e-mail addresses in various locations. fwiw, technically "e-mail addresses" *are* case-sensitive. Domain names aren't, but local parts are permitted to be case-sensitive, although it's uncommon for sites to be configured in that manner, ime. debbugs can't know whether they are, however.
