The first time I noticed the problem is with m-a. While I agree with
you that the kernel build system sucks in that respect, it can be
worked around.

And as the author of module-assistant, I find an argument that it's
each module package's thing to override a little pathetic. It may
well be. Then wouldn't it be module-assistant's job to ensure that
they don't? For once thing, it could start by passing the variables
explicitly to debian/rules...
