I did:
$ cp changelog.Debian changelog.Debian.org
$ recode latin1..utf8 changelog.Debian
$ cmp changelog.Debian changelog.Debian.org
$
no difference. There is no Umlaut, no special char.
Could you please provide me with the place where the UTF8 coding is
missing?
