Thanks for asking.  I had a quick look a while back but haven't  
managed to respond here, yet.

Ipe needs two things: (1) pdflatex, and (2) several fonts.  Item #2 is  
the sticking point: as far as I can see, tetex and texlive put their  
fonts in different places.  Unfortunately Ipe uses a static list of  
font files.  So either Ipe needs to change to dynamically detect this,  
or the tex packages need to agree on a common location for them.
