/usr/lib/X11/locale/locale.alias has been moved to /usr/share/X11/locale/locale.alias, so this is more properly a bug in emacs20. But, since emacs20 has been removed from the archive more than 2 years ago (http://bugs.debian.org/226869), there's no point in reassigning it.
