/usr/lib/X11/locale/locale.alias has been moved to
/usr/share/X11/locale/locale.alias, so this is more properly a bug in
emacs20. 

But, since emacs20 has been removed from the archive more than 2 years
ago (http://bugs.debian.org/226869), there's no point in reassigning
it. 

All I can recomend you is to either:

- look at emacs20's initialization files and manually correct
references to locale.alias, or

- better still, upgrade to emacs21

I'm CC'ing emacs' maintainer, just in case he has a better idea.
