Hi. I just realized that it actually _did_ find the tag file, but that it still executed the fix_perm* stuff which is so noisy that I thought it was executing the whole upgrade process. I _think_ I saw a similar problem in some other bug report, mentioning that the fix_perm* stuff shouldn't even be necessary on _every_ start of the server, but only once at upgrade time. But I can't find that bug report anymore.
