All this does is provide a debconf interface to set locale, duplicating to a certain extent facilities in the 'locales' package (but not interacting well with that package). It's RC-buggy (doesn't preserve local changes) and has been orphaned since July 20th. It's also unchanged since 'stable', so there's no actual lost data in removing it. No reverse dependencies.
