Package: libpcre3 Version: 6.4-2 Upstream uses a different soversion for libpcre than Debian. RedHat and Suse are using upstream's soversion, i.e. packages built on these distros cannot be run on Debian. I haven't checked other distros, but I would say that setting soversion is upstream's responsibility.
