Unfortunately, I don't know when this TP procedure will run smoothly again. In the past, we have not submitted all updates of the POT files to the TP, hence they were lacking the latest changes. In the last few months, I've been trying to get in sync again with the TP. However, this has proven to be much more difficult than I thought. I've sent quite a few e-mails to the administrators of the TP, asking them for help in sync'ing the POT files again, but they haven't responded to all my mails yet. For example, the new POT file for iso_3166 is still pending in their incoming queue. On the other hand, I spotted your updates for iso_4217 and iso_639 only by chance. Yes, they are included now. :-) So until all those sync'ing issues are sorted out, I'm afraid you can expect some rough edges in the translation process. To answer your question: until the new POT file for iso_3166 has not been accepted by the TP, you cannot submit your updates there (I think). So in conclusion, you'll be on the safe side if you keep submitting bugs against the iso-codes package in the Debian BTS.
