Why does this fail?

System users shouldn't be stored in LDAP itself -- so adduser --system
should never depend on a running LDAP server for its work.  Indeed, in this
case it's quite impossible due to a bootstrapping problem every time slapd
starts up.

If the addition is failing because you're running libnss-ldap pointed at the
local system and it's hanging, this issue is discussed in bug #379728.
