This issue also affects other UTF-8 locales that use non-ASCII characters
e.g. accented Latin charcters in Finnish and French, Arabic, etc.
Btw, as suggested elsewhere in this bug's thread, I tried with Verdana,
even specifying is10646 as the encoding, but it still doesn't fix it.

There are 2 potential problems:
1. TitelFontName is a typo
2. When using Xft/fontconfig, that most newer icewm should be using, you
need to set TitleFontNameXft="font1,font2,...)
TitleFontNameXft="sans-serif:size=12"
I'd be interested in more information (if you are using Xft, the
contents of /etc/fonts/ directory would be interesting (especially
fonts.conf).
Currently on Fedora Core 5 (and a few months ago on Ubuntu), I have no
problems seeing ISO8859-2 characters (well, my language only needs six
of them), despite having locale set to en_US.UTF-8).
