I was able to get this working simply by waiting a long time. Basically PDF::API2 has some modules used for asian character maps. These modules happen to be over 12megs of text that has to be parsed by dh-make-perl. It just took about 10 minutes of waiting for the script to finish parsing the modules. Maybe some kind of progress meter would be useful if possible. Otherwise this bug can be closed. Sorry for any confusion.
